The Head of Service (HoS), Rivers State, Dr. Inyingi S.I. Brown, has called on members of the Institute of Chartered Secretaries and Administrators of Nigeria (ICSAN) to uphold integrity and professional values that will strengthen and sustain public trust in governance.
Brown, who made the call while receiving a delegation of ICSAN members on a courtesy visit to her office, emphasized on the importance of the public service to both government and the people.
She said, “The public service remains the face of government to the people and must continually be repositioned to inspire confidence, promote accountability, and reinforce citizens’ trust in government institutions.”
The HoS described the State Governor, Siminalayi Fubara, as an astute administrator whose leadership style has significantly reduced bureaucratic bottlenecks in governance.
According to her, the Rivers State Public Service is drawing inspiration from the Governor’s administrative approach to deliver more efficient, responsive, and people-oriented governance.
Speaking on behalf of the delegation, Dr. Ibiene Mbano expressed appreciation to the HoS for the warm reception. She explained that the visit formed part of activities marking ICSAN’s forthcoming 60th anniversary celebration, scheduled to hold on Wednesday, August 5, 2026, at the Novotel Hotel, Port Harcourt.
She said the anniversary, themed “Advancing Transformational Leadership and Corporate Governance in the 21st Century”, will celebrate the Institute’s diamond jubilee and provide a platform for discussions on leadership, governance, and professional excellence.
Dr. Mbano also disclosed that the HoS has been invited to serve as the Guest of Honour at the anniversary lecture.
She noted that ICSAN’s membership comprises professionals from diverse fields, including law, accounting, administration, and the social sciences.
She also said prospective members are required to pass six professional examinations, while qualified lawyers and accountants enjoy exemptions in two papers and are required to sit for only four examinations.
