The Permanent Secretary, Ministry of Culture and Tourism, Freddy Ndigbara (2nd R); the Chairman of the Board of RIRS, Isreal Egbunefe, 4th R), and others.

The Rivers State Ministry of Culture and Tourism is set to partner with the Rivers State Internal Revenue Service (RIRS) to strengthen revenue generation and improve the regulation of businesses and facilities under the ministry’s purview.

Permanent Secretary of the Ministry, Freddy Ndigbara, disclosed this when he led directors of the ministry on a working visit to the Chairman of the RIRS, Sir Israel Egbunefe, in his office.

Ndigbara said the visit was aimed at exploring areas of collaboration and development modalities for equipping staff of the ministry with relevant information on applicable laws, policies and operational guidelines for effective revenue collection.

He noted that, given the scope of its responsibilities, the Ministry of Culture and Tourism was well positioned to contribute significantly to the state’s internally generated revenue.

According to him, the ministry would intensify efforts to regulate facilities under its supervision and collaborate with relevant stakeholders, including the Nigerian Hotel Association, to identify and track businesses operating without proper addresses, those established without the required approvals, and unregistered businesses, among other infractions.

He explained that the ministry would compile and submit a comprehensive database of such facilities to the Revenue Service upon completion of the exercise.

Responding, the Chairman of the RIRS, Egbunefe, commended the Permanent Secretary for taking a proactive approach to revenue generation.

He urged other Ministries, Departments and Agencies (MDAs) to emulate the initiative by identifying untapped revenue opportunities within their areas of responsibility.

He also requested that the ministry submit a proposal outlining the various revenue streams under its purview, as provided for in the Rivers State Board of Internal Revenue Service Law, as well as the modalities for their collection and implementation.

The RIRS Chairman disclosed that the board was working towards eliminating cash payments in revenue collection. He said when the ministry is ready to commence collection, it would be provided with a Point-of-Sale (POS) device configured with the relevant revenue lines, and a Pay Direct terminal to facilitate and track payments.

Egbunefe also advised the ministry to identify businesses operating without known addresses and ensure that they are properly registered for tax purposes.

He emphasized the need for such businesses to obtain the appropriate Tax Identification Numbers (TIN), including the state-level RIVTIN and the national Tax Identification Number, with the necessary National Identification Number (NIN) details properly captured.

Also speaking, the Director of Planning, Research and Statistics in the Ministry of Culture and Tourism, Magdalene Tony-Eluku, requested guidance and technical support from the Revenue Service, noting that the revenue-generation assignment was relatively new to the ministry.

The visit is expected to strengthen collaboration between the Ministry of Culture and Tourism and the RIRS in expanding the state’s revenue base and improving compliance among businesses and facilities within the culture and tourism sector.

  1. This is a proactive step in the right direction. Partnering with RIRS to properly regulate and register businesses under the culture and tourism sector should go a long way in boosting the state’s internally generated revenue. Compiling a database of unregistered facilities and businesses operating without proper approvals is especially important for accountability. The move towards cashless revenue collection with POS devices is also a smart modernization effort. Hopefully other MDAs take a cue from this initiative as suggested by the RIRS Chairman. Kudos to the Ministry of Culture and Tourism for taking this seriously
