The Rivers State Contributory Health Protection Programme (RIVCHPP) has released a timetable for the registration of enrollees who do not yet possess a National Identification Number (NIN).

This is in furtherance of its commitment to ensure that all residents of Rivers State continue to benefit maximally from healthcare services provided under the Basic Health Care Provision Fund (BHCPF) of the Federal Government.

Recall that RIVCHPP had earlier announced plans to delist enrollees without NIN, in line with directives from the National Health Insurance Authority (NHIA), which makes NIN a mandatory requirement for accessing services under the BHCPF.

Rather than going straight into enforcing immediate delisting, the RIVCHPP management, guided by the #Health4AllRivers mandate of the State Government, collaborated with the National Identity Management Commission (NIMC) to facilitate on-site NIN registration at various health facilities.

This initiative ensures that all eligible residents can be captured without losing access to healthcare services.

In a public statement signed by the Executive Secretary of RIVCHPP, Dr. Vetty Rolegherighan Agala, RIVCHPP announced that NIMC officials have commenced facility-to-facility registration of enrollees who were already accessing care under the BHCPF but were not captured with NIN at the time of enrolment.

Dr. Agala also directed all heads of healthcare facilities providing services under the BHCPF to continue rendering services to all enrollees — whether they possess NIN or not — until December 2025, as the agency works with NIMC to deploy additional machines and staff to accelerate the registration process.

According to the timetable released, the NIN registration exercise commenced on Tuesday, October 21, 2025, at the Model Primary Health Centre, Ozuboko Ama, in Port Harcourt Local Government Area, and will continue until November 2, 2026.

The first phase of the exercise covers Port Harcourt Local Government Area (October 27 – November 12, 2025); and Obio/Akpor Local Government Area (November 13 – December 17, 2025).

Dr. Agala disclosed that the timetable for the remaining 21 LGAs will soon be made public, ensuring that all enrollees will be duly captured before the December 2025 deadline.

The Executive Secretary urged all affected enrollees, and other residents of Rivers State who have not yet obtained their NIN, to present themselves for registration at the designated health facilities within the scheduled dates.
