He made the commendation in his goodwill message at the opening ceremony of the 2026 Biennial State Events Camp of the Boys’ Brigade, Nigeria, Rivers State Council, held at St. John’s Anglican Church, Borokiri, Port Harcourt, under the theme, “Pressing Towards the Goal.”
The Permanent Secretary described the organisation’s commitment to developing leadership, integrity and a spirit of service among young people as highly commendable.
Addressing the participants, he encouraged them to make the best use of the camping opportunity by learning new skills, building lasting friendships, competing fairly and upholding good character in all their activities.
He reminded the young people that the values they develop today will help shape them into responsible leaders tomorrow, and urged them to take the lessons learnt at the camp back to their homes, schools, churches and the wider society.
Ndigbara called on the organisers to partner with the Ministry of Culture and Tourism to organise a tour of the state for the participants.
He was represented at the event by the Director of Tourism in the Ministry, Janet Wellington.

In his charge, the President of the Boys’ Brigade Nigeria, Rivers State Council, Golden Otonye Tamuno, described the events camp as a core tradition of the organisation, designed to promote spiritual growth, leadership, discipline and essential life skills through outdoor activities and fellowship.
Tamuno urged the participants to take advantage of the camaraderie and friendships that would be developed during the camp, noting that the skills and experiences gained during the programme would help the young people develop adaptability and strengthen their relationships with one another.
The State Secretary-Organizer of the BBN-RSC, Dr. Chukwudi Ebinamaonye, called on the Rivers State Government to partner with the organisation in its camp programmes, noting that such events provide opportunities to discover and nurture young talents.
He disclosed that more than 2,000 participants are taking part in the seven-day event and are camped at Comprehensive Secondary School, Borokiri.
The participants are expected to compete in various activities, including football, track and field events, Bible quiz, beauty pageant, and other sporting activities, with trophies and cash prizes to be presented to winners.
The Bible lesson for the opening day was delivered by the Bishop of Omoku Diocese, Rt. Rev. Richard Ngozi Okpara, who preached on the theme of the camp, drawing from Ephesians 3:1–14.
Also present at the event were patrons and members of the Boys’ Brigade Nigeria, Rivers State Council, from various battalion councils.
